Residents in streets near Oxford United's Kassam Stadium are still waiting for parking controls to be put in place a year after they were recommended.
Oxford City Council commissioned a report from consultants on match day parking, which was completed a year ago.
The study recommended that signs should be put up to create temporary residents-only parking zones near the football ground on match days.
But delays in decision-making by the Government mean nothing has been done and restrictions are unlikely to be in place for the start of the next football season in August.
The delay has infuriated residents in Blackbird Leys, who first demanded parking controls months before the stadium opened last August.
They said fans parked in streets off Blackbird Leys Road on match days to avoid queues in Grenoble Road, which leads to the stadium.
Linda Booker, 48, an estates manager, who lives in Knights Road, said: "It's disgraceful we've been kept waiting a year for this. It's like Piccadilly Circus every other Saturday. They park in front of our houses and we can't get back before 6pm."
