Witney United and Old Woodstock Town could face charges from the Oxfordshire FA following the mass brawl in Saturday's Cherry Red Records Hellenic League Division 1 West game.
Mayhem broke out in injury time at the end of the match at Marriotts Stadium - which Witney won 1-0 - with nearly all the players, and also some Woodstock fans, involved in disgraceful scenes.
Woodstock goalkeeper Darren Mole and Ricky King were sent off along with Witney's Steve Lawrence.
Now the OFA are to launch an investigation.
Disciplinary secretary Lucy Barrett said the referee's report had been received and was being processed before the paperwork was sent out to the clubs.
A linesman's report was still awaited.
She explained that there were three options open to the clubs:
**To accept the reports of the referee and linesman
**To enter a written plea of mitigation
**To request a personal hearing
"There is every chance that they could be charged," she added.
Meanwhile, Mole, King and Lawrence will be dealt with separately.
The brawl could also cost the two clubs cash at the end of the season under the league's disciplinary scheme.
League secretary Brian King explained that clubs were awarded penalty points which accumulated during the season, and depending on how many they accrued, it could affect any prize money they were entitled to.
