A new survey suggests people in Witney are less dependent on Oxford for their place of work.
Although more people have jobs in their home town, many still commute and the majority use a car, not public transport.
The survey, carried out by West Oxfordshire District Council's planning department, tested the effectiveness and relevance of planning policies.
People from 700 homes in the town centre, and in West Witney, North East Witney, and North East Carterton estates took part in the survey.
In 1995, 35 per cent of people on the West Witney estate worked in Oxford and 25 per cent in Witney. The latest figures show 19 per cent work in Oxford and 33 per cent work in Witney.
On the North East Witney estate, 29 per cent work in Witney and 25 per cent in Oxford. In both cases, around half work outside west Oxfordshire.
Andrew Tucker, the council's planning director, said: "There's been a degree of success, but there's certainly room for improvement."
