Bicester Chamber of Commerce has submitted a series of proposals for the Market Square.
Members want to ensure any changes do not affect retailers' ability to receive deliveries.
The chamber has proposed there should be a vehicle access on the northern or Crown Walk side of Market Square.
Taxis would also be able to use the route to reach their rank, which would be moved to a lay-by outside Somerfield's supermarket.
Chamber member Keith Wadley told town councillors on November 18: "Our ideas are designed to maintain the viability of shops on the northern side of Market Square and to ensure residents can continue to live in flats above shops."
He said the access could be cobbled to remind drivers to slow down when going through.
The chamber also proposed traffic in The Causeway should only be able to turn left into Manorsfield Road, outside the NatWest Bank, rather than cross into Market Square.
Mr Wadley said: "This would have the advantage of routing drivers towards the main car parks. Only drivers wanting to park in Market Square would go into the square."
Town councillor Les Sibley said there were many misconceptions in proposed changes for Market Square. He added there was little support for reducing the roads in Market Square to just one lane each side.
He added it was wrong to suggest Market Square was a major route for through traffic. Motorists wanting to get through Bicester to reach the M40 and Oxford used either the ring road or the Buckingham Road/Field Street/Queen's Avenue and Oxford Road route, he said.
Town councillor Lawrie Stratford said there were some ideas in the chamber's proposal that he could support. He promised the issue would be debated further.
