South Oxfordshire District Council is backing moves by English Nature to set up a Biological Records Centre for the county.
It has allocated £4,000 a year for the next three years and is urging other councils to follow suit. The aim is to ensure planning applications do not damage sensitive sites.
The centre, to be based at Woodstock, will also provide a detailed survey of the county's wildlife.
