Transport issues in Abingdon and Didcot will be considered together in the future, following pressure from district and parish councillors.
Oxfordshire County Council's principal transport planner John Disley has written to the Vale of White Horse District Council, agreeing with the council's executive that a co-ordinated approach is needed.
Mr Disley said the project manager for the Abingdon Integrated Transport System, Jacqui Cox, would become involved in the Didcot Transport Issues Study.
The ABITS scheme is approaching its second year.
Several small scale projects are already in place, ranging from pedestrian crossings to junction improvements and better cycle routes.
Next year planning and consultation will begin on bigger schemes.
Talks with neighbouring villages that might be affected by major changes in Abingdon will form a key part of the consultations.
Bob Johnston, the Vale council's executive member for transport, said: "There's been pressure for some time now from the district and parish councils in the Abingdon and Didcot areas for a co-ordinated approach to the transport scheme for both towns.
"Because of the proximity of the towns and surrounding areas one transport scheme will influence what happens elsewhere."
He added: "It makes sense to have closer co-ordination of the projects."
