Music teaching to pupils is set to suffer because Oxfordshire County Music Service has been forced to make cutbacks to balance its budget.
The failure of a drive to teach more children has prompted the action, which will involve jobs losses and a reduction in lessons.
Teachers and managers have warned the quality of education will inevitably suffer from the savings.
Children in rural and isolated schools are likely to bear the brunt of the cutbacks because it costs more to send teachers to them.
Up to ten staff may have to go, possibly through voluntary redundancy.
