Talks are going ahead to start social housing schemes in west Oxfordshire villages.
One site at Milton-under-Wychwood could provide 14 homes and the district council's cabinet has agreed to provide more than £1m.
Cabinet leader Barry Norton said: "This is a site which came up for new housing development, but was rejected."
Council officers are also involved in negotiations at North Leigh.
Forty affordable homes are being built on the new North East Carterton housing estate.
In Witney, the council hopes one in three of about 170 homes planned at the former Early's factory site will be allocated for social housing.
The average price for a house in the district is now £171,000.
Access to home ownership is beyond the means of 95 per cent of younger people.
