Banbury Town Council has co-opted a new member for the Hill View Ward.
Nicholas Turner, of Warwick Road, Drayton, is taking over the Conservative council seat following the recent resignation of Paul Hernandez.
Mr Turner said he disagreed with Mr Hernandez's view that the town council had no power and said he was looking forward to his new role.
He said: "I feel that the town council is very important in serving the interests of the people of Banbury. It's a tier of government that is necessary."
Mr Turner, also a Cherwell district councillor for Banbury Hardwick ward, has been appointed to the general services committee of the town council. He said: "It's quite an exciting time for the town council as they are taking over more responsibility.
"There are teething problems and certain matters will take time to resolve, but as we have the interests of Banbury at heart, it's very good for the town."
