Agreement has still to be reached over the final part of a flood defence scheme for the village of Standlake.
It is aimed at preventing a repeat of the damage in Rack End that resulted from floods two years ago.
West Oxfordshire District Council is trying to reach agreement with landowners on a system of ditches or pipes to take overflow from the River Windrush.
It is the last phase of the scheme which has already seen the Environment Agency create a two metre mound on the village side of the river.
Oxfordshire County Council has also cleared all the ditches along the sides of the road in Rack End.
District council cabinet leader Barry Norton said: "The scheme seems to be working.
"But it's essential we finish it off.
"The scheme has involved three authorities working together, and we hope to conclude negotiations and go ahead with our part shortly."
