Planners are expected to approve proposals to build a three-bedroom house close to Didcot town centre, despite objections.
David Powell, of Didcot, was granted outline consent by the Government's Planning Inspectorate, following an appeal against the refusal of planning permission by South Oxfordshire District Council.
Mr Powell now wants full planning permission to build on land at 21 Mereland Road, next to a former GP surgery.
Two neighbours claimed that they would be overlooked, and raised fears of extra traffic and parking problems.
