Oxfordshire made a loss of around £5,000 last year, the county's annual meeting at Oxford & Horspath CC was told on Wednesday night.
Oxfordshire Cricket Board chairman Simon Porter put it down to a fall in the value of grants from, amongst other sources, the ECB.
But he insisted that the situation "is not a crisis and will be put right".
"We know why it happened," said Porter. "We just have to appreciate that things are going to get a little tighter."
Meanwhile, veteran seamer Keith Arnold was re-elected Oxfordshire captain for a second season.
