A consortium is carrying out a major promotion campaign in a bid to recruit supporters for its plan to build 850 homes.
The proposed development in north Witney, between Woodstock Road and Hailey Road, is one of three options for the next big expansion of the town by 2011.
More than 10,000 homes in the town and surrounding villages of Ducklington, Crawley, Hailey and North Leigh are receiving leaflets through their letterboxes from the North Witney Consortium.
The other sites to be considered are to the west, in Curbridge -- which West Oxfordshire district councillors have given preliminary preference to -- and east Witney.
North Witney Consortium agent Simon Hoare said: "We believe our site gives the best benefits for the people of Witney.
"The leafleting campaign is to inform them about our proposals and encourage them to write to the council."
There will be numerous stages of consultation and a possible public inquiry before a final decision is made on choosing a site.
