The impact of turning a cul-de-sac in Bicester into a through road is being assessed.
Members of Oxfordshire County Council's environmental committee visited Wessex Way, which is under consideration to become a one-way road to help plans to further pedestrianise Market Square.
Councillors also met residents of nearby Saxon Court, who are concerned about the implications of the plan.
Burton Whitehead, chairman of Saxon Court Residents' Association, said: "It was very essential for the councillors to come and see the situation on the ground."
Bicester North county councillor Les Sibley, and other councillors who oppose Wessex Way becoming a through road, have referred the plan to the county environmental scrutiny committee, which is due to meet on December 18.
Mr Sibley said: "It was important for councillors to see the implications of the proposal and talk to residents."
He said the scrutiny committee could ask the county council executive to look at alternatives to making Wessex Way a one-way road, linking London Road and Chapel Street.
Both Cherwell district and Oxfordshire county councillors support opening up Wessex Way to help pedestrianise Market Square.
