An allotments association is appealing for new members after the future of its land was guaranteed by Banbury town clerk Tom Thompson.
Members of the Spital Fields Allotments Association were concerned the council was planning to oust them.
The situation came to light after the association's annual meeting last month, which was attended by Mr Thompson. But he said the council was fully committed to allotments.
He said: "They need a new lease and I have sent a draft for them look at. We want them to keep the whole site."
Allotment holder and new trustee Tony Staite-Loveridge said: "The lease means that we're responsible for the repair and upkeep of fences. It is a big financial responsibility for us to take on."
But Mr Thompson said: "If the group joined the National Allotment Federation they would have access to low-cost insurance. The ball is in their court, but if they want help they only have to ask."
The Spital Fields association is in crisis. Only a third of the allotments are let, the site is run down and vandalism is rife.
Mr Staite-Loveridge appealed for new members, saying that with more allotment occupancy vandalism would decrease.
