Shoppers at Oxford's Westgate shopping centre were evacuated on December 12, during a false security alarm.
The centre was shut down at about 11am, forcing dozens of Christmas shoppers to leave their trolleys behind without being able to pay.
LaSalle Security, which manages the centre, asked customers to leave as a precaution, but was able to re-open shortly afterwards.
