Tories on the Vale of White Horse District Council have delivered a seasonal pledge to ban charges for green rubbish bags.
They have sent 65,000 Christmas cards to every household in the district with the promise, if they win the district council elections in May.
Green waste bags currently cost 65p each.
Conservative Group Leader Melinda Tilley said: "The introduction of the 65p charge for the special green bags for green waste has been extremely unpopular.
"What is worse is that this waste is then still taken to a landfill site and dumped - there is nothing 'green' about this policy at all."
