Pleas for the community to become involved in Faringdon's regeneration resulted in 150 offers of help.
More than 120 people attended a meeting and volunteered to take part in projects outlined in the town's action plan.
The plan, outlining the town's weaknesses, strengths and opportunities, was presented to mayor Dee England, Vale of White Horse district councillor Jim Moley and town project manager Richard Grecian at the meeting.
Mr Moley said: "I'm delighted so many people are working together on this."
