Road workers in Oxfordshire face a one in 1,000 chance of being killed, according to The Highways Agency.
The news comes as the agency revealed that 11 workers across England were killed in accidents involving moving traffic between October 2000 and February 2002.
The agency has produced a leaflet listing forthcoming roadworks to help motorists plan their routes efficiently, as part of a drive to keep motorists informed of the latest travel information, and to encourage road safety.
The publication will be updated every three months.
The agency also has guidelines to help drivers stay safe on the roads.
They include sticking to the speed limit, getting into the correct lane in good time, concentrating on the road ahead, staying alert for work vehicles leaving and entering roadworks, keeping a safe distance and observing all road signs.
Highways Agency area manager, John Rylett, said: "This leaflet will help road users plan their journeys before setting out."
