A scheme to redevelop a farmyard into offices, which would create about 70 jobs, is being recommended for refusal by planning officers.
Staff at South Oxfordshire District Council said the development at Severalls Farm, between Wallingford and Shillingford, would be too large and was unsuitable for a site in the North Wessex Downs Area of Outstanding Natural Beauty.
The issue will be decided by the council's western area planning committee at a meeting on Wednesday, January 8.
