Bicester Community Church is expected to get permission to house a portable building at a former community centre site.
The site of the former Bicester North Community Centre, in Keeble Road, already has one portable building. The building is used by several community groups, including a youth club.
Cherwell district councillors are expected to approve an application from the church to use the building solely for worship and meetings.
But opposition came from one resident who said the existing building already looked like a cabin on a builders site.
The Keeble Road resident was concerned that another temporary building could increase traffic. He also believed the existing building was not used enough to merit a second.
The application will be considered at a planning meeting on Thursday.
