The UK branch of a worldwide human rights group has opened in Banbury.
The World Labour Organisation, which operates from the Jefferson Business Centre in South Bar, concentrates on welfare issues, child employment, and the problems of disabled people.
Its aims are social justice, peace and education for all.
The general secretary of the Banbury branch is businessman Suleman Tai, who is also the secretary of the Banbury Mosque Society and treasurer of the Banbury and District Racial Equality Society.
Mr Tai said: "We want to let people know we are here to help."
He described the organisation as similar to the Citizens' Advice Bureau.
The group has had discussions with Cherwell District Council, the former mayor of Banbury Tony Mepham, and MP Tony Baldry.
Mr Tai said: "We are becoming known within local government and other organisations.
"But we feel we are not reaching the people who need us most."
He added: "Although we are here for all people we find, in particular, that those with English as a second language are not being reached."
