Mr Guha said: "I'm sure the new information centre is going to be a great success."
The centre's move from Gloucester Green is part of a new drive by the council to promote attractions throughout the county.
The £256,000 office will provide advice for more than 400,000 visitors and is expected to help more than 30,000 people in its first year of operation.
Oxford City Council's executive member for culture Maureen Christian said: "It's magnificent, and I'm relieved to see it finally open."
The city's first tourist information centre was opened in 1939 and was one of the first in the country.
