He was made to work very hard for his eighth success by runner-up Peter Rouse (Railway Social Club).
Rouse took the first leg, only to see Varney level in style. In a pulsating third leg, Rouse reached the double first, but failed to grab his chance and then had to watch Varney check out on a brilliant 66 to land the title.
The ladies' singles title brought together Gladiators SC teammates Tina Walton and Lydia Ward, with Walton edging a close 2-0 win.
Cowley Workers duo Bob Freemire and Simon Ambler lifted the Winter Pairs title after beating shock finalists Lee Pratley and J Wiggins (Masons Arms).
The ladies' pairs title went to Gill Cooper and Marie Marsden (Florence Park CC), who defeated Cowley Workers' Ann Marks and Rose Swanton.
The Shears beat Littlemore RBL 2-1 in the Stadium Cup and they also lifted the Tess Walker Memorial Cup.
The husband-and-wife pairing of Ray and Denise Pape (Cowley Community Centre) took the Peter Bampton Mixed Pairs Cup.
Premier League winners Cowley Community Centre C made it a league and cup double when they defeated George Saloon in the seven-a-side final.
The Shears supplemented their Premier title with a 4-0 win in the seven-a-sides over Cowley Comm A.
