The county council's emergency planning unit organised Operation Strela on June 11.
According to the £5,000 exercise, a terrorist bomb went off during a Saturday Oxford United fixture at the Minchery Farm stadium, killing 40 fans and injuring a further 200, in a12,000 crowd.
Emergency staff were confronted with the scenario that bodies were contaminating the John Radcliffe Hospital because they had been hit by the "dirty" bomb.
The contamination, according to the exercise, then spread to the Blackbird Leys estate.
Emergency planning officer John Kelly said: "It's a situation I hope we never have to deal with.
"The operational side of the exercise went very well."
There are contingency plans in existence for dealing with any kind of incident at sports venues in the county.
The exercise, codenamed after a Russian missile, was tackled by staff at the county council's nuclear bunker in Woodeaton, who liaised with other organisations at the exercise control centre at the Kassam Stadium.
