Tew is joined in the second team by two others who have represented the county's senior side - seamer Ian Adams and teenaged batsman Chris Smith.
Banbury are fourth in the table with two wins from their five matches to date.
Skipper Rupert Evans is calling on his top-order batsmen to post big scores as Oxford entertain Slough in Division 1 at St Catherine's College, Marston.
Oxford were indebted to lower order batsmen Ian Evans and Robbie Eason for the total which earned their side a draw against Reading last week.
And Rupert Evans said: "It is still a concern to me that we are not converting 20s and 30s into 80 and 100s.
"We cannot keep relying on the guys down the order to keep bailing us out."
All-rounder Graham Charlesworth returns in place of Mohson Rana, who drops down to the second team.
He will joined there by seamer Philip Evans, who has had an ankle injury, and batsman Pat Jobson, who has been unavailable for the last three weeks.
Henley skipper Mick Hilditch has hit out the league's rules on the registration of international cricketers in the wake of his side being blown away by Basingstoke & North Hants' Charl Willoughby.
Willoughby, who made his Test debut for South Africa against Bangladesh in April, took 6-29 as Henley were shot out for just 54 last week.
Clubs are banned from signing new players who have taken part in one-day international and Tests.
But Willoughby was eligible for Basingstoke as he was already registered, having played for the club in previous seasons.
"It is a farcical situation and we are not happy with it," said Hilditch, who is backing his side to bounce back against High Wycombe at the Breakspear.
Rob Southwell-Sander comes into the side in place of Tom Bugg.
Thame Town, boosted by two consecutive league wins and a Bernard Tollet Oxfordshire Cup victory over Banbury, face a test of their progress when they visit Division 2 West leaders Finchampstead.
Sidelined skipper Rob Brooks said: "I think now we believe that we can perform at this level whereas before, the players wondered if they could.
"Confidence is a big thing, but we are still need to keep our feet on the ground and keep playing hard cricket."
Batsmen Jarrad Andrew and James Hewitt return to the side, with Sam Lachlan unavailable and Ricky Bhatt dropping down to the 2nd XI.
Darryl Woods, the Bicester & North Oxford captain, will be hoping to win the toss for the first time this season as they visit Farnham Royal.
"I'm fairly confident that we're a good chasing side," said Woods. "But I've yet to win the toss in the league so far and we've been stuck in every time."
Returning to the Bicester side after injury are Conor O'Brien (bruised hand) and Ben Chapman (bad back). James Holton and Gary Sansome return to the second team.
