Campaigners made a series of amphibious landings as part of their battle with Oxfordshire County Council.
Members of Oxfordshire Ramblers' Association carried an inflatable over fields to the River Thame and ferried people across -- to highlight the lack of stepping stones or a bridge in Chippinghurst, near Chiselhampton, where five footpaths meet.
The river was crossed by stepping stones, which disappeared in the 1970s, and before that a footbridge.
The group of ramblers, led by Dale Dixon from Chalgrove, took about 20 people across on Sunday and described the event as a success.
Chris Hall, of the Ramblers Association, said: "This is part of a week devoted to countryside path problems.
"Oxfordshire County Council has evidence there was a crossing there and therefore is obliged to reinstate it. This action is to force the county council to recognise its duties."
But the action will have no immediate effect.
The council says lack of resources means it cannot start considering the evidence for a crossing until at least next year.
