Residents would not be allowed to move into 2,100 new homes planned for Grove until improvements were made to roads and public transport.
Oxfordshire County Council has said that transport infrastructure must be put in place if the major development goes ahead on the village's former airfield by 2021.
The move came after residents called for full consultation on proposals for the homes and other facilities, including shops, a school and doctor's surgery.
Grove county councillor Zoe Patrick secured an amendment to the plans to ensure that roads and public transport could cope with the extra pressure before residents moved in.
She said roads, particularly the A417 and A338, were already inadequate to cope with the high number of commuters.
She said she feared the impact of the development could be catastrophic. Liberal Democrat Ms Patrick said: "While some people do not want the homes, we must make sure that everything is properly in place to ensure Grove is sustainable if they are going to be built.
"It is essential that we make sure that Grove will not suffer from the mistakes of the past where, under the Conservative administration, we had planning by appeal and were left with no facilities in the village."
