Changes in the law mean allowances can now be paid to members of parish and town councils.
But in consultations leading up to the debate, members indicated they did not approve of the move.
Town clerk Tom Thompson said: "Members rejected the idea very quickly at consultation stage, and it is highly unlikely they will entertain it now it is up for formal discussion."
Members of the town's resources committee are being asked to decide if allowances should be paid to town councillors -- and if so, whether money would go to all members or just the mayor.
New Government regulations set out guidelines for councillors who are considering introducing an allowance scheme.
Banbury Town Council does not have an existing policy on allowances because parish and town councillors did not qualify for remunerations of any sort.
Allowances are now payable for councillors who incur expenses while carrying out council duties including attending meetings.
