A hostel for homeless people and refugees has provoked more criticism from residents, after a bid was made to make the centre permanent.
The seven-bedroom house in Chaunterell Way, Abingdon, has temporary permission to provide bed and breakfast accommodation for up to five people.
The privately-run hostel offers people a place to stay for up to 11 weeks.
Vale of White Horse district councillor Mike Badcock wants a meeting with senior officers so talks can be arranged with residents.
He said: "It would appear that not all neighbours had been notified of planning permission for the hostel.
"Residents' views have not been given sufficient weight."
Mr Badcock said the council needed a homeless hostel but Chaunterell Way was a bad location.
But the council's assistant director of housing, Paul Staines, said: "I understand the concerns of neighbours, but now the hostel is being run properly."
Councillors agreed to defer the application.
