Witney could host an annual film festival if a company is given the go-ahead for a cinema as part of the redevelopment of the town's former football ground at Marriotts Close.
The Wychwood Regeneration Company made a formal bid for the site last year after the ruling Conservative group on West Oxfordshire District Council, which owns the land, ruled out allowing a superstore to be built on the land in the town centre.
The company wants to redevelop the site with a cinema, housing, restaurants, art gallery, offices and shops.
Director David Corley said: "We have been working closely with City Cinemas of New York with a view to introducing complex technology and seating improve- ments. Most new cinemas in this country are large out-of-town mutliplexes. The Witney one, in contrast, will be a smaller, town centre multiplex designed for audiences to attend without having to use a car.
"It will also be independent of the large national chains and will focus on the needs of people in Witney.
"We intend to create an annual Witney film festival to launch new British and European films."
Supermarket chain Asda wanted to build a store at Marriotts Close but the proposals met strong opposition from Witney residents.
The town already has two superstores, owned by Waitrose and Sainsbury. Its only cinema screen is at the Corn Exchange community hall.
