Terry Cook (+30) gave Witney a flying start, beating Neil Brayshaw (+80) 200-187.
Gavin Wright (+60) made it 2-0 as he edged out Terry Chambers (-10) 200-180, before Steve Mill (+60) completed the whitewash with a 150-67 trouncing of Alan King (+50).
Thame A gave reigning champions Riley a 3-0 stuffing with wins by Mark Syrett, Paul Evans and David Feore.
New Club saw off last week's Division 1 leaders Oracle 2-1, despite losing the opening game.
Jack Woods (+90) beat Andy Moss (+90) 150-121 to give Oracle the lead, but veteran George Washington (+100) won his eighth game of the season, seeing off Richard Connerty (+80) 150-128 to level the match.
Justin Shepherd (+60) then beat Ted Milsom (+70) 150-113 to wrap up victory.
Thame B came away from Headington Conservative Club A with a 2-1 win.
Headington won the opening game when Geoff Barrett (+100) saw off Peter Hawkes (+110), but Thame took the next two games.
First Tom Fletcher (+70) beat Terry Walsh (+90) 150-129, then Arthur Jones defeated John Williams (+80) 150-128.
Division 2 side Cowley Conservative B enjoyed a 2-1 victory over Division 1 outfit Morris Motors.
Brian Mabbutt (+70) hit a 34 break en route to his 200-164 victory over Roger Tomlin (+50), then John Simpson (+50) made a 32 in his 200-123 win over Doug Baker (+50).
Bob Hayward (+80) picked up the Motormen's consolation point, beating Colin Simpson (+50) 150-91.
The third round of the Turner Cup must be completed by March 20, and not on the date which appears on the draw sheets. The semi-finals and final are to be played on March 25, not April 25 as published.
The first round of the Atox Cup will be played tomorrow night.
