Supermarket giant Tesco says there is no space in the two One Stop stores it has taken over in Witney for post offices.
A campaign to save the post offices, in Cogges and Fettiplace Road on the Windrush estate, was launched when Tesco announced the closure of the two post offices in April and May respectively.
Hundreds of people have signed a petition calling for them to be retained with more than 215 signatures collected at the Witney Gazette office in the Market Place.
West Oxfordshire district councillors wrote to Tesco asking for a meeting, but this has been rejected.
Tesco spokesman Andrew Slight said: "Our Express stores need a little more space than One Stop stores to provide a wider range. Where there is space to keep the post office we seek to do so.
"In a minority of cases, however, there is simply not the space available. I'm afraid that Witney is one such case where we have reluctantly taken the decision to close the post offices."
West Oxfordshire District Council cabinet member Louise Chapman said: "I think their reasoning is very weak. In view of the great ground swell of public feeling against the closure I did think they would agree to meet us."
