Public consultation is to go ahead on the future of Witney's prime town centre site at Marriotts Close.
There will be a public exhibition in the town's Corn Exchange, a public meeting and a survey of opinions by a market research company.
No firm dates have yet been set, but leaflets explaining the issues will be available from West Oxfordshire District Council's one-stop shop in Welch Way, visitor information centres, libraries and doctors surgeries.
The council's original proposal for the former town football ground site was a new superstore, but the idea was dropped.
The council set up a Marriotts Close working party which recently recommended a mixed redevelopment, including a cinema, restaurants, shops, offices, housing and public open space.
Cabinet member Louise Chapman said: "I believe the council should be decisive about including a cinema and ask the general public what they think about this before we make a decision.
"The consultation process should be as wide as possible and definitely include a public meeting, and consultation with young people through schools and youth groups."
She added that the consultation would start soon and finish by the end of May.
