It is not the habit of the Oxford Mail to fan the flames of public panic.
But we sympathise with John Kelly, Oxfordshire County Council's emergency planning officer, whose task it is to prepare us all for terrorist attacks.
The Home Office insists councils should plan for the unthinkable; they should take part in nationwide exercises with Mr Kelly and his team beavering away in their bunker, several feet beneath the Oxfordshire countryside at Woodeaton.
But, in the opinion of Mr Kelly - and many like-minded people - there is too much secrecy at Whitehall level.
The press and the public would be kept in the dark too long, putting the lives of thousands at risk.
"Go in, stay in, tune in" is the Government's advice, but this is tantamount to locking the silo door after the missile has been launched.
He is asked to make us all aware, but his hands are tied. Without realistic preparation, how can an emergency be faced with any amount of confidence?
