Oxfordshire County Council is publishing proposed changes to its draft Structure Plan.
Comments from the public must be made by June 11, so the document can be discussed in October.
More than 2,600 people and organisations responded to the original plan last September.
About 1,900 of the objections were about housing development in the Green Belt south of Oxford's Grenoble Road. This proposal has since been removed. The council also intends to allow more housing in Oxford, permitting 6,500 new houses between now and 2016 instead of 5,500.
Two more changes will promote employment in small market towns and help to protect the environment around waterways.
Executive member for sustainable development Anne Purse said: "Residents in Oxfordshire have the opportunity to express their views on the proposed changes to the plan ahead of the examination.
"These changes have taken into account the responses we received to the publication of the draft plan last September.
"The number of responses we had showed us how strongly people feel.
"The proposed changes and responses that we receive will be taken into account by the independent panel who will conduct the examination in public in October."
