Two men were arrested in connection with drugs and car crime offences on March 10 in east Oxford.
Officers made the arrests shortly before 7pm in Leopold Street at the junction with St Mary's Road.
Thames Valley Police spokesman Lucy Ferguson said: "Officers provided an immediate response and made two arrests but a third man ran off and is still being sought in connection with suspected drugs and car crime offences."
An eyewitness said: "There must have been about 30 officers there at one stage."
