Wallingford Town Council wants the Oxford Green Belt to be extended to protect the town's boundaries from major housing developments.
Member Nigel Moor said the town could be vulnerable under plans by Seera, the South East England Regional Assembly, for a massive house building operation between now and 2026.
He said: "One part of the plan is for 5,000 houses south of Oxford and we are in the centre of the growth areas of Oxford and Didcot.
"But Wallingford is a historic town with limited infrastructure, and massive building programmes could destroy what we have.
"Our best protection in this scenario is to campaign for an extension of the Green Belt south from Oxford. Currently it ends near Shillingford Bridge.
"We should ask for it to be extended to the junction of Wallingford bypass with Wantage Road, still keeping the river as a boundary." Tell us what you think.
