The promoters of the Andrea Bocelli concert have officially confirmed the rescheduled date - but will not guarantee refunds to ticket holders who cannot make it.

On May 3, Mr Bocelli's management announced the concert was due to take place on Sunday, July 10, at the Kassam Stadium, but promoters the Very Impressive Party Company (Vipco) would not agree this until May 5.

And when they did, they refused to guarantee all requests for refunds would be met.

Promoter Mike Dandridge was unavailable for comment but his business partner Darren Ward told the Oxford Mail: "We are inviting people to contact us by post or e-mail if they would like a refund."

When asked if everyone who wanted a full refund will be given one, he replied: "We will look at each case and decide accordingly. We aren't guaranteeing refunds to all who request them."

But Ian Marriott, of Oxfordshire County Council's trading standards department, said consumers are entitled to their money back without question.

He said: "From the consumers' point of view if July 10 is not convenient for them they are entitled to their money back.

"If they can't do this they could take it to the small claims court where the judge would assess the level of skill and judgment used in organising the event and the reason for the postponement.

"In this case, as the promoters have still not come out with an explanation, they are going to have difficulties refusing refunds."

Tickets for the rearranged concert went on sale on May 5.

Callers to Vipco's office were greeted with an answerphone message stating: "We are pleased to announce that the new date for the Andrea Bocelli concert is Sunday, July 10, this year.

"We hope this date is convenient for the majority of existing ticket holders but realise that some might not be able to attend and for this we sincerely apologise.

"Anyone not able to make this revised date should contact us via post or e-mail us and we will deal with requests shortly."

The promoters are in the process of making arrangements with Oxford City Council to obtain a public entertainments licence.

Ticket holder Sue Holden, of Barton, said she was not sure whether she could make the July 10 date and was worried the concert might be postponed again.

She said: "It's been quite confusing to know exactly what's going on and I'm not sure whether the concert is definitely going ahead or not.

"I will need to check my diary and see whether I can make the July date. But after what's happened in the past few weeks I'm not sure I wouldn't rather just have my money back."

Marie Crump, a former Oxford resident who now lives in Devon, said she was happy with the new date.

"I'm still waiting for my third ticket to arrive but I'm prepared to wait and see what happens and hopefully we'll see Bocelli in Oxford in the summer."
