Cherwell District Council has appointed Bicester's new mayor Dan Sames as its children and young people's champion.
The Bicester South ward district councillor was chosen for the role after the council's executive agreed to sign up to the statutory framework for services to children and young people.
This requires the council to team up with different agencies in the area to put together a children and young people's plan by next April.
The five themes are: being healthy, staying safe, enjoying and achieving, making a positive contribution and achieving economic and social wellbeing.
Norman Bolster, cabinet member for recreation, said: "The council has an excellent range of services which make a real and positive difference to children and young people. The services range from health promotion, community safety and leisure to skills development and housing.
"Through this new statutory plan, the council can create greater benefit to young people from its services by working in a more structured way with other agencies. The challenge will be to make the existing services work more effectively for young people locally."
