Waste and recycling collection services remain suspended in West Oxfordshire until it is safe for heavy waste collection vehicles to travel on side roads.
A council spokesman said: "If you are due a collection, please can you take your bins and boxes back in and put out again next week, as per the Christmas and New Year collection schedule.
"Any excess recycling waste materials can be stored in open bags, such as carrier bags or black bags, and we will collect these with your boxes next week.
"Green waste and trade waste collections will resume next week, weather permitting, and we will collect any excess waste.
"We will review the situation tomorrow.
"We will be contacting customers to re-arrange any cancellations. This includes bulky waste collections and pest control appointments.
Windrush Leisure Centre, Witney, Carterton and Bartholomew, Eynsham, leisure centres are open as normal, but Chipping Norton leisure centre is closed today.
Witney and Burford Visitor Information Centres are open. Woodstock is closed, but may open at lunchtime.
The spokesman added: "We are assisting Oxfordshire County Council with clearing snow on pavements and main walkways in the town centres. However residents should note that at temperatures below -6, salt is ineffective, so care must be taken at all times.
"Our advice is to stay in, keep warm and only make essential journeys."
