WHY is it that people park their cars on double yellow lines outside the main doors at Templars Square in Cowley?

I find it frustrating to see elderly people having to get into a taxi in the middle of the street with frustrated drivers waving their hands, protesting about taxis blocking the road.

These no-regard drivers park outside the main doors at Hockmore Street blocking up the main entrance, because they can't be bothered to use the proper facilities in the nearest car park.

It seems traffic wardens don't patrol that area for some reason.

It begs the question why have double yellow lines there in the first place?
