AFTER retiring last year after being Oxfordshire’s emergency planning officer for 14 years John Kelly now claims the county’s emergency planning needs to urgently improve, after a catalogue of slow responses to crisis situations.
If this is the case, then what has he been doing for the past 14 years, and why did he not say and do something about it long ago?
If he had, people, including those affected by the 2007 floods, may have been better looked after.
Talk about closing the stable door after the horse has bolted.
