A 38-year-old woman yesterday admitted arson being reckless as to whether life was endangered.
However, Elizabeth Charlton, of Mallard Drive, Witney, denied arson with intent to endanger life.
Oxford Crown Court heard Charlton set fire to a flat belonging to the Vale Housing Association in July.
She was given conditional bail and ordered to return to the court for sentencing on December 8.
