A council is reaching out to ethnic minorities across the district to ensure they are registered to vote.
To try and make sure everyone eligible to vote is on the electoral register, Cherwell District Council's chief executive Mary Harpley met with the town's racial equality council.
At a meeting at the Mill she outlined her role as the council's returning officer and highlighted forthcoming elections for 2009.
Elections officer Louise Aston spoke about the challenges that black and ethnic minority communities can face in getting their voices heard.
Ms Harpley said: "Black and ethnic minority communities can face particular challenges when it comes to getting involved in the electoral system.
"I want to make sure Cherwell's communities get access to the fundamentals of our democratic system and the council will work hard with community leaders and representatives to increase voter registration.
"The golden rule is to fill in a registration form if you are not already registered and return it to the council to secure your vote, and your voice, at election time."
