An unemployed man must pay £665 after he left an empty can of beer lying in a street.
David Lambrianou was fined £150 by magistrates and ordered to pay £515 in costs after he threw an empty can of Heineken to the floor in Hart Place, Bicester.
The fine is the second highest to be handed out in the county for dropping litter and comes days after 22-year-old Anthony Chilton was hit with a bill of £887 for littering a bench in Banbury with the remains of a Big Mac meal.
Lambrianou, 20, of Lyneham Road, Bicester, was at first issued with a £75 fixed penalty notice for littering, but he refused to pay and and was prosecuted at Banbury Magistrates Court.
The father-of one who says he gets just £40 in benefits a week said: "I'm choked that they've given me this fine. It's ridiculous.
"I'm shocked. They said I was littering but after I was fined I picked up the can and took it home.
"I'm going to appeal it. There's no bins in that area. I'm not going to pay this. I think it's disgusting."
Cherwell councillor George Reynolds, corrportfolio holder for community, health and environment, said: "Once again Cherwell has taken decisive and effective action to keep litter off our streets. Keeping this district clean and green remains a council priority and those few who continue to flout litter laws must be prepared to face the legal consequences."
