Sweeping changes to make the police more accountable for their actions could see members of the public standing for election to a committee that scrutinises the force.
The Thames Valley Police Authority acts as a watchdog which reviews police practice and sets the budget and its council tax precept.
Meetings began on Wednesday to discuss how to make the force democratic and allow members of the public to get involved in the way their local police force is run.
Next month, the authority will no longer have three magistrates on its committee and will replace them with internally-elected members.
Publicly elected Crime and Policing Representatives (CPRs) will form the majority of the committee.
