A Thames Valley Police officer has been sacked after a series of sexual offences, according to a misconduct hearing.
Jay Callen, who joined the force in 2000, was dismissed after the hearing held from October 7 to 16.
A report was published with the result on November 14 and found that Mr Callen had sexual intercourse with a woman without her consent, masturbated over her head without her consent, attempted to engage in sexual activity against her wishes, groped her, ripped her top and grabbed her with both hands around the throat and strangled her.
Mr Callen denied the allegations.
The report said: “PC Callen does not accept that he has breached the standards of professional behaviour or that his behaviour amounts to gross misconduct.

“It is further noted that, where allegations have been made that are of a very grave criminal nature, Witness A and the police have chosen not to consider a criminal prosecution. The officer is concerned about Witness A’s true motivation for making these very serious allegations.
“PC Callen has not been diagnosed with any condition that encompasses what Witness A refers to as sex addiction.
“PC Callen denies any non-consensual intercourse.
“Any sexual assault or non-consensual intercourse is denied.
“Insofar as an allegation is made of groping Witness A and ripping her shirt, this is denied.”
However, the report added that Mr Callen later accepted amounted to gross misconduct.
It said: “The misconduct arose, representing an abuse of Witness A’s trust. The officer continued his appalling behaviour after he realised, or ought to have realised, that what he was doing was improper.
“There were also multiple proven breaches of the standards.
“The panel noted the officer’s clean service record and his lengthy service of approximately 24 years. The panel also noted the character evidence that spoke positively of the officer in a work-related context.
“Taking into account all the circumstances of this case, the only possible outcome was the immediate dismissal of the officer. The public would be affronted if any other sanction were imposed.”
This comes after figures recently revealed that 12 officers were sacked and barred from Thames Valley Police in 2023-24 – a rise from 11 a year earlier.
Of these, five were dismissed and banned while serving, while seven had already resigned.
Recent high profile cases include that of disgraced police officer Luke Horner who was jailed last year for meeting a 13-year-old girl for sex.
PC David Arnaud was also sacked after sexually assaulting a junior officer and Detective Sergeant Charlie Ellis was dismissed after referring to a female colleague as ‘sugar t***’ and suggesting another was a ‘sex worker’.
