Four candidates are standing for the vacant seat on Witney Town Council.
Labour councillor Dr Lisa Cherry, who chaired the Stronger Communities committee, has stepped down from Witney Central ward for health reasons.
Labour has eight seats on the town council, the Conservatives have seven, the Greens one and Labour and Co-operative one.
The byelection will take place this Thursday, November 14.
Central Witney Ward residents should have received a polling card from the Elections Office, but people do not need it to vote on the day.
The polling stations are Ceewood Hall and Davenport Road Methodist Church.
The candidates are: Abdul Mubin - Conservatives, Yvonne Robineau - Labour, Ed Rolison - Greens and Scott Wills - Liberal Democrats.
