Updates to community and charity events, markets, and single-use plastics could come into force as South Oxfordshire and Vale of White Horse District Councils look to "provide more clarity" on street trading in the area.
The councils are reviewing their joint Street Trading Policy, which has not been reviewed since 2011.
Since then, street trading has increased in popularity, revealing gaps in the existing policy, the councils said.
Proposed amendments aim to address these issues and clarify the regulations surrounding street trading.
They include updates to rules regarding community and charity events, markets, and single-use plastics.
The councils also plan to specify requirements for supporting documents and include guidance for applicants wishing to trade from multiple locations.
Councillor Georgina Heritage, cabinet member for communities at South Oxfordshire District Council, said: “The updates in our policy will help traders to make the switch to more sustainable forms of packaging and utensils.
"We are also addressing the needs of traders and venues to ensure it’s easier for them to operate.
"So, if you are involved in or enjoy the benefits of street trading, we’d love to hear from you.”
Residents are invited to share their views on the proposed changes until 11.59pm on Tuesday, November 26.
After the consultation closes, the councils will review the feedback and publish a summary report on their website.
